1. Language Policy for the Language Services Department

The objectives of this policy are:

  • To establish the principles of working relationship between ministries, departments, semi-Government and constitutional organisations within the executive, legislative and judicial arms of the Government of the Republic of Vanuatu.
  • To provide the procedures that the Language Services Department should follow in order to expediently meet the Nation's expectations and the legal requirements regarding the availability and quality of trilingual communication in the Government services delivery, as per the Section 64.1 of the Constitution of the Republic of Vanuatu.
  • To ensure all Government documents are in the three (3) official languages of the Republic of Vanuatu.

2. The National Language Policy of the Republic of Vanuatu

The objectives of this policy are:

  • To establish relevant language policies for different language areas.
  • To preserve all Vanuatu languages, both vernacular and official.
  • To promote the use and access
  • To promote the right of Vanuatu citizens to use and access their 
  • respective vernacular languages and the official languages.
  • To promote inclusiveness in the access and use of Vanuatu official 
  • and vernacular languages.
  • To consider the standardization of Bislama, which is the current national language of the nation, and the possibility of declaring a Vanuatu vernacular language as another national language, pursuant to Article 3.2 of the Constitution of the Republic of Vanuatu.

In Vanuatu, language is the first identity of an individual.


With over one hundred vernacular languages spoken by over three hundred thousand people in an archipelago of eighty three islands, Vanuatu is unique in its linguistic diversity. These local languages are part of the national heritage, as per Article 3(2) of the Constitution of the Republic of Vanuatu. In addition, the three (3) official languages stipulated in Article 3(1) of the Constitution are; Bislama, English and French languages.

Language services delivery are increasing in the education and training sector, cultural sector, Government services, media and enforcement of language provisions. Therefore, the National Language Policy is established to guide the government and relevant stakeholders to better manage the delivery of language services. 


The National Language is Bislama, and the official languages are English, French and Bislama. But the languages of education in Vanuatu are English and French.
