LANGUAGE SERVICES DEPARTMENT(LSD)
The Language Services Department (LSD), formerly known as the Translation Unit, was established by Order No. 1/PM/79 dated 17th January 1979. Subsequently, it was placed under the jurisdiction of the Ministry of the Prime Minister (MPM).
The department (LSD) was created to support the Government in fulfilling the provisions of Article 3 of the Constitution of the Republic of Vanuatu, which designates Bislama, English, and French as the three official languages of the nation. Additionally, it upholds the rights outlined in Article 64(1), which affirms every citizen’s entitlement to access government services in the official language of their choice.
Over the years, the LSD has evolved into a vital component of the government machinery. It plays a crucial role in facilitating effective communication among speakers and users of the three official languages, both domestically and internationally. The department enables the Government to engage effectively on cultural, educational, developmental, technical, and economic matters.
Today, the LSD continues to provide essential services to the Republic of Vanuatu and its people. The language services offered by the department are indispensable, ensuring that government information reaches all citizens in their preferred official language. As such, the language services provided by the LSD are recognized as vital public services, fundamental to the transparency and inclusiveness of government communication.
Historique
DIRECTION DES SERVICES LINGUISTIQUES (DSL)
La Direction des Services Linguistiques (DSL), anciennement connu sous le nom Service de Traduction, a été créé en vertu du Règlement N° 1/PM/79 en date du 17 janvier 1979. Par la suite, il a été placé sous la tutelle du Ministère du Premier Ministre (MPM).
Le Service a été instauré pour soutenir le Gouvernement dans l'accomplissement des dispositions de l'Article 3 de la Constitution de la République du Vanuatu, qui désigne le Bichlamar, l'Anglais et le Français comme les trois langues officielles du pays. Il veille également au respect du droit de chaque citoyen, tel qu'énoncé à l'Article 64(1), d’accéder aux services gouvernementaux dans la langue officielle de leur choix.
Au fil des années, la DSL est devenu un élément stratégique essentiel de l'appareil gouvernemental. Il joue un rôle clé en facilitant la communication entre les locuteurs et les utilisateurs des trois langues officielles, tant au niveau national qu'international. Le département permet au Gouvernement de communiquer efficacement sur des questions culturelles, éducatives, de développement, techniques et économiques.
Aujourd'hui encore, la DSL continue de fournir des services indispensables au peuple et à la République du Vanuatu. Les services linguistiques offerts par le Service sont essentiels, car ils garantissent que l'information du Gouvernement parvienne à tous les citoyens dans leur langue officielle préférée. Ainsi, les services linguistiques fournis par la DSL sont reconnus comme des services publics vitaux, fondamentaux pour assurer la transparence et l'inclusion dans la communication gouvernementale.
